Official Rules for LPIN 2018 Awards

Herein stated are the Official Rules for LPIN Awards voter registration and casting ballots for Award Year 2018.

I. a) Three elected awards will be presented for 2018 which covers the period January 1, 2018 through December 31, 2018.

b) Courtesan of the Year (COY) - Working Girls must have been active in LPIN during a portion of the calendar year 2018 to be eligible for Courtesan of the Year nomination.  If a Lady has previously won COY, she is ineligible regardless of her working name.

c) Brothel of the Year (BOY) and Rural Brothel of the Year (RBOY) - Brothels must have been in operation during a portion of the calendar year 2018 to be eligible for Brothel of the Year or Rural Brothel of the Year nominations.

d) The Brothel of the Year and Rural Brothel of the Year classifications will be based on a 50 mile radius from Main and Fremont Streets in Las Vegas, and 1st and Virginia Streets in Reno.  All brothels located within 50 miles of one of these locations (straight-line measurement) will be in the Brothel of the Year category.  All others will be in the Rural Brothel of the Year category.

II. a) Voter Registration opened at the Annual Reno Meeting and closes midnight December 31, 2018 PST.

b) The Nominating Round begins February 1, 2019 and ends midnight February 28, 2019 PST.

c) The Preliminary Voting Round begins March 4, 2019 and ends midnight March 31, 2019 PDT.

d) The Final Voting Round begins April 4, 2019 and ends midnight April 30, 2019 PDT.

III. a) It is hereby stipulated that Courtesan clients or actual brothel patrons that visit brothels and party be the persons to cast ballots in the nominating and voting rounds.  Therefore, Courtesans, brothel management and employees shall be precluded from registering to vote and casting ballots in LPIN Awards contests.

b) LPIN Awards voter registrants must provide LPIN Awards Registered Voter or LPIN Awards Committee member references that have met them in person.  Prospective voter registrants who desire to be added to the Official LPIN 2018 Awards Registered Voters List must submit a Voter Registration Form during the voter registration period.  They must provide their handle, email address, and the handles of LPIN Awards Registered Voters that have met them in person.   Voter registrants who haven't met any LPIN Awards registered voters must list all the LPIN Courtesans and others in our community that have met them in person for committee evaluation and confirmation.

c) Voter Registrants' references must verify that they have met the prospective registrant in person before they will be added to the Official LPIN 2018 Awards Registered Voters List subject to LPIN Awards Committee confirmation.

IV. a) LPIN Awards registered voters who still meet the registration requirements do not need to register again.  It's recommended LPIN Awards registered voters check the Official Registered Voters List for LPIN 2018 Awards to make certain their voter handle is still registered.

b) Voters whose handles have been removed from the LPIN Awards Registered Voters List must reregister during the voter registration period.  Voters that fail to cast a ballot in the last two LPIN contests will be removed from the following year's Registered Voters List.

c) A Registered Voter email address change may be requested by sending a PM to the LPIN Awards Committee or email to vote@lpinawards.com.  Voters must include their handle, old email address, new email address, and the committee will process the change.  Alternatively, registered voters may reregister during the voter registration period.

V. a) Voters must enter their handle and voter registration or LPIN Awards board email address when casting ballots for their selected candidates.  Therefore, it's imperative to record the precise handle and email address submitted for registration purposes, since it must be provided in nominating and voting rounds.  The LPIN Awards Committee will not be able to provide voters their registration information, since it's the voters' responsibility to retain it.  Voters who can't remember their registration information must reregister during the next registration period.

b) Registered Voters will be allowed to submit only one nomination or one vote in each round of the contest for each of the three categories.  Each person is allowed only one ballot in each of the three contest rounds.  A voter will not be allowed to change their vote once it has been submitted and accepted.  Only the first valid ballot in a given round will be accepted by that handle with follow-up ballots being ignored.

c) Any nomination or vote submitted without the registered voter handle and email address will be declared invalid.  Those voters will not be contacted, and their ballot will not count.  However, a ballot rejection notation will be posted on the list of voters who participated in that round of the contest.  It is imperative that voters check the list of voters that participated in each round of the contest to confirm that their ballots were received, accepted and counted.

VI. a) Individuals circumventing the rules (using multiple or duplicate handles to vote or otherwise illegitimately casting ballots) shall be immediately stricken from the Registered Voters List. Their ballots shall be disqualified, and henceforth they shall be prohibited from participating in LPIN Awards contests.

VII. a) The top five candidates in each category from the Preliminary Voting Round will proceed to the Final Voting Round.  However, BOY category finalists will be limited to 50% of the total eligible candidates.

b) In case of a tie for fifth place in any category at the end of the Preliminary Voting Round, the tie will be broken in favor of the candidate receiving the earliest vote involved in the tie according to the date and time stamped ballot.

c) In case of a tie for first place in the BOY or RBOY categories at the end of the Final Voting Round, the tie will be broken in favor of the candidate receiving the earliest vote involved in the tie according to the date and time stamped ballot.

d) COY, BOY & RBOY Winners will be honored at the LPIN Awards Banquet to be held on Friday July 19, 2019 from 5 PM to 8 PM.

VIII. a) There shall be absolutely NO PHOTOGRAPHY allowed inside the banquet hall except by the official photographers Sheri and Dtech.  Violators will be banned from participation in future LPIN Awards contests and banquets.

IX. a) The LPIN Awards Committee will address unforeseen circumstances that arise and provide a resolution by majority vote of the LPIN Awards Committee.

"Summary of Changes"

II. a) Voter Registration opened at the Annual Reno Meeting and closes midnight December 31, 2018 PST.

b) The Nominating Round begins February 1, 2019 and ends midnight February 28, 2019 PST.

c) The Preliminary Voting Round begins March 4, 2019 and ends midnight March 31, 2019 PDT.

d) The Final Voting Round begins April 4, 2019 and ends midnight April 30, 2019 PDT.

EXPLANATION:  The Voter Registration period opened at the Annual Reno Meeting and closes midnight 12/31/18 to allow prospective voters more time to register.  The Nomination and Preliminary Voting Round results will not be posted until after completion of the respective rounds.  The Final Voting Round results will be disclosed at the LPIN Awards Banquet.

III. b) LPIN Awards voter registrants must provide LPIN Awards Registered Voter or LPIN Awards Committee member references that have met them in person.  Prospective voter registrants who desire to be added to the Official LPIN 2018 Awards Registered Voters List must submit a Voter Registration Form during the voter registration period.  They must provide their handle, email address, and the handles of LPIN Awards Registered Voters that have met them in person.   Voter registrants who haven't met any LPIN Awards registered voters must list all the LPIN Courtesans and others in our community that have met them in person for committee evaluation and confirmation at the committee's discretion.

EXPLANATION: There aren't enough LPIN Awards registered voters to verify every legitimate voter registrant who desires to register to vote.  Therefore LPIN Courtesans and others in the community may verify voter registrants subject to LPIN Awards Committee confirmation.  Voter registrant LPIN clients must be verified that they are not known by another handle and they have registered only once.  Note: LPIN Awards voter registrants should list several references for proper verification; furthermore, it increases the likelihood of a response.

IV. c) A Registered Voter email address change may be requested by sending a PM to the LPIN Awards Committee or email to vote@lpinawards.com.  Voters must include their handle, old email address, new email address, and the committee will process the change.  Alternatively, registered voters may reregister during the voter registration period.

EXPLANATION: The LPIN Awards contact email is exclusively vote@lpinawards.com for simplicity and consistency.

V. a) Voters must enter their handle and voter registration or LPIN Awards board email address when casting ballots for their selected candidates.

EXPLANATION: There were a few voters last year that entered their LPIN Awards board email address instead of their voter registration email address.  They evidently thought that registering on the board with a different email address would change their voter registration email address; however, the committee could not know their actual intentions.  Therefore, either email address will be forthwith accepted since it would be confidential to the individual registered voter.

VII. a) The top five candidates in each category from the Preliminary Voting Round will proceed to the Final Voting Round.  However, BOY category finalists will be limited to 50% of the total eligible candidates.

EXPLANATION:  There are a total of seven eligible BOY candidates, so there should be no more than four advancing to the final round for an efficient narrowing of the field.

VII. c) In case of a tie for first place in the BOY or RBOY categories at the end of the Final Voting Round, the tie will be broken in favor of the candidate receiving the earliest vote involved in the tie according to the date and time stamped ballot.

EXPLANATION:  Multiple winner awards will be presented in the COY category in case of a tie for first place.
